I would make it by checking the clipboard every so often and then parsing through regEx to check if it's a valid url and then shorten

Well, what would happen if I didn't copy a link. You would have to check for http:// in the link or www.

That is taken care of in the one that I released. It checks the text before performing any action. And if you just checked for those, or something similar, you could be missing a huge amount of potentially valid links.
