Would booting from an Unbuntu CD give me access to the internet on my old computer or is the problem with the system itself, not the OS?

If you would ask me, yes that would work.
If you would reinstall windows it would work again too right?

Uninstall the network card driver and install latest version of the network card driver.
Open the Command Prompt as a administrator and type below command one by one.

netsh int ipv4 reset

netsh int ipv6 reset

netsh int portproxy reset

netsh winsock reset

Restart your computer if the problem has not resolved then click Start Menu --> Control Panel --> Network and Sharing Center --> Change Adapter Settings. Find the network card and right click on it select Properties. In the list, click Internet Protocol Version 4, then click Install button. Select Protocol, and then click Add click Have Disk. Browse to the location of C:\WINDOWS\inf\nettcpip.inf. Select nettcpip.inf file then click Open then OK then select Internet Protocol (TCP/IPv4) then OK then Close and Reboot.

Is it possible that something may have went wrong with your network drivers? If that might be the case, it is usually a simple matter of looking at your computer model (Right click "My computer" button and hit "properties" and scroll down a bit) and downloading the network drivers from the website of your computer manufacturer.

Don't always just jump into reinstalling windows. You can often save yourself a lot of time by thinking of alternatives.
