I'm still 17 (graduated), 18 in December, but I would never touch a freshman. Quite possibly a Junior, but even then, feelings must play a major role in it.

It's really up to you, I'd say anyone 17 or 18 is completely normal.
However, although 16 is legal it's still a bit risky.

In my state you can fuck a 16 year old as long as you aren't a coach or teacher so i guess 15 is too young. When i was 18 i dated a 15 year old 4/3 years is usually my limit.

Even though a two year difference is nothing for older ages, I think 13 is too young to be dating a 15 year old. They are in 7th/8th grade and 15 is a Freshman/Sophomore in high school.
