That means you can't call someone a scammer in rep unless you made the deal dispute thread. It says nothing about linking a deal dispute thread in someones rep. In fact Omni said he encourages it.

You can't call someone a scammer if you didn't make the thread. You can still link a deal dispute as long as it isn't rep abuse:
Examples that are NOT abuse:
"deal with caution"
"DWC be cautious in dealing"
"careful in deals"
