Paypal recently changed a lot of policies in response to copyright holder complaints. Will this method protect against people buying/selling VPN's and DNS services?
It is not specifically a dispute initiated by a third party but right now Paypal is stopping payments on all "blocker" services with no chance of refund or decision reversal. Can this method be adapted to defeat this new change?
If so I am VERY interested.

That depends on the case, what is sold.

If so I am VERY interested.
If PayPal itself changed it policies, no, you won't be able to do anything against this. However if a buyer or seller opens a dispute on you, you will 95% sure win the case.
