I think he's just trying to appeal to the masses to get the site numbers back up but i dont think the meme section will do that could be wrong though.

The few times I have looked at it have given me the impression that a very small percentage of the actual "memes" posted are funny enough to laugh at irl. Everything else is just worthy of exhaling with a smirk or completely garbage. No inbetween.
I feel many just use it to pad their post count

To me it feels like this has been a problem since the dawn of time. Doubt omni could do much to fix it other than take more serious action to people posting in the wrong section. I'm willing to bet--and sometimes they just outright admit it in the thread--a lot of the people just don't give a shit. They'll say something like "yeah I know this is the wrong section but help pls" lol.
