Almost exchanged with him a few times, and each time I asked him about why he never responded to his prior deal disputes involving btc, he would stop replying. Plus it kinda goes without saying take one look at his rep and it's obvious this guy can't be trusted. Why isn't he banned?

Refreshing will only change the signature to what you have now.

Check your rep scammer. This is a invalid scam report. You faked my signature in the picture with inspect element, not sure why you would want to open a report on me for no reason but you went extreme measures to do so. Whatever
