No legal action possible on this kind of stuff anyway. It happens all the time, it's just kinda frustrating that I think of something good and they copy it.

The theme being used in Dataleak.info is a popular Bootstrap 4 theme, it is sold on Bootstrap's official website. We were looking at new themes, and came across it. We have purchased a commercial license and have every right to use the theme. The theme does not belong to the original poster, but is a public paid theme.
Additionally, the original design of our website came from 0day.cat, a successor of #.io. We merged their data with We Leak Info in the beginning to create a more stronger service. I am not personally sure where 0day.cat's team got their design, but it's a bootstrap theme called Cyborg (https://bootswatch.com/cyborg/). If you currently go to Weleakinfo.com, you can see the Cyborg bootstrap theme in the header.
