Once you get banned your IP address, email, full name goes into a database, hopefully you didn't provide SSN or banking information.

Yes they do. The new accounts you create may get interrupted at any time because of it, and their database goes back 10-20 years

SWIM's used PP practically every day since 2010 to receive donation payments on their WoW private server and I personally think they keep track. It doesn't help if you have a Business account with them either.

I also think it depends on how long ago the ban was. SWIM has been able to make multiple accounts using their legal name over the years without a single issue. Prior to PayPal requiring further verification practices it was quite simple to chain accounts.

I could be wrong but I think part of it depends on the time frame... If it's a small amount of money and you return after numerous years, I am pretty sure they usually just write it off. Don't quote me on that that though.

Depends i means lot of Private information is leaked online so paypal is not that strict if you use same details to open a new account
something like saved cookies from a limited account, and creating a new account from same browser is a 100% giveaway that you are the same person
I have written a guide (check in my threads) to bypass paypal security measures
at the end of the day these are bots which cannot adapt as fast as humans, once you learn to beat then you can win
