Still woth checking out it may not be so, but I think it's a Geroglyphical rapresentation of some sort and the dots are an Imprtant part to it, something like this:

Not really, I took in consideration the Username aswell, that bought me towards an alchemic view, wich is quite possible giving the form of the puzzle, it could deffinetelly be an Alchemic Puzzle by the times people hid them in this sort way to not get burned by the church/priests?
The scarab and LadyBug make me ponder quite a bit, while the fish and the stingray have various propertis in alchemy specially their Fats but that is quite too complex because we do not know if it is actually alchemic puzzle from a long time ago or a modern puzzle designed through ancient methods.

I think that it was likely made by someone who was inspired by Cicada, rather than someone who actually took part.

There is a rar/zip inside the png - obvious reasons as to the images file size and why it's a png.
Use winrar or similar to try extract it.
The "password" is on the image itself in small text, wont say where but look closely. Could have quite easily put the password itself on a single pixel. Password isn't that exactly unfortunately, you will need to find part of the passphrase there and the other 4-5 characters from the image itself, presumably from the creatures shown.
One would assume something like
Scarab
Flounder
Stingray
Ladybug
So SFSL but try different permutations and see where you get.
