Biggest problems are that you have to include an email and other details but may not have them?
Apart from those basic issues, there are fundamental issues with this plan, especially since you're telling people to go ahead and deal just because they're not in your database.
This needs to exist in 1 single community, as people with the same usernames/popular usernames will be shown as scammers.

I'd write something like this in matter of hours and I don't even know PHP.
anyways site functions fine but the logo is just shit, pls use normal text if you really want a logo.

Why would you sell this website if your business is/were serious? Don't give up that easily, people are not trash-talking (most of them) but giving you advice and their feedback because similar websites were published and failed one-by-one. HF have already implement Deal Dispute Database which can be located here: https://hackforums.net/disputedb.php
Thus, you should explain why someone would use your website instead of the HF's default one to report an scammer?
As for me, I was going to use it and add 2 reports but once I saw recaptcha, I instantly quit. There are better alternatives out there than recaptcha.

If you say, it is not only for HF, but also for sites like eBay etc, how would that go?
I mean someone with the eBay username ''Example'' could be a scammer but the HF user can be 1000% trustworthy, how would that show up?

Nice idea but needs to be worked out a lot more. Scammers should show up in Google for example, so not everyone has to go to your website every time and then fill in some stupid captcha.
Also needs proof and reasoning.

Example: So, if 1 person or 10 people people, dislike my crypter, it means I should stop my project? You are not here to please everyone, you can't please everyone and that shouldn't be your intention at all.
If you like this project, you should keep it, improve it, make it unique and of course never give up. If you can prove to those people that you can verify reports and such, then do it.
I don't see the problem since they only gave their opinion and feedback and you have the opportunity to prove them/him wrong.

As I told you, I could and would help you but you don't even want that. It's a good project but you simply can't handle the feedback that you get nor the criticism. If you would actually get this up and running properly then you would most likely fall and crumble once the hate and appeals would start to roll in. It's sad to be honest.
Don't get me wrong, I can still help you, however if you wait too long then I'll completely delegate my time to other thins and forget about your project.
