Ban them entirely except for those who are already logged in through cookies or else they could just create account on another computer and log in as a vpn on there banned network, I know it was closed but, this is a way more plausable idea and, any vpn could be allowed. I don't personally use VPNs but, lots of people do and I'm sure many would agree, Or, even better yet make them have to be L33T/UB3R. :)
