Set the panels Auto-Scroll property to true.

I am guessing that it is:
How to skin the scrollbar?

No... Just that when i set the form minimum size and the theme min size, i can still resize past the co-ordinates... i think its the theme overwriting the values but im not too sure, any ideas on how to fix?

Yea here:
Code
Private Sub Form1_Resize(ByVal sender As Object, ByVal e As System.EventArgs) Handles Me.Resize
Dim MinimumSize As Size = New Size(250, 150)

  If Width < MinimumSize.Width Then Width = MinimumSize.Width
  If Height < MinimumSize.Height Then Height = MinimumSize.Height
End Sub

In order to achieve scrolling you need to set the "AutoScroll" Property of the panel to "True".
