There is no 'best program' all depends on what you want to keylog from you're slave.
I personally like keyloggers with stealers that work so i'd go with the Predator Pain Logger
To create the download that will keylog people is all done by the program it will be called 'server.exe' and from that you can use it to infect people but you have to FUD it with a crypter to atleast get a decent amount of victims, hope i helped.
