So I was wondering if it would be allowed to randomly give out +1 rep to people. I checked the Help Docs, but it all talked about neg reps.

I dont see an issue with it really, as long as they arent ban evaders.

Yes you can do that, you can do that with any rep. As long as it's in the guidelines. So no calling them a scammer, etc. But if it's not that, go nuts.
