So I can view all files on victim's PC and download what I want??
Or is this feature completely missing in all Botnets because they are used mainly for DDoSing?
I would use a RAT but I can't portforward because of my ISP; free VPNs don't support port forwarding and I can't buy a paid one; and PHP RATs could work but cracked ones are shitty and don't work and I can't buy a paid one.

Threre are old (2006) rxbots that have an FTP server included. But those FTP server suffers from the same problem as you. It would need portforwarding.
The first solution would be to also make them use UPnP but that will get you 30-40% not more.
The next solution is using a bot with reverse FTP Servers. SpyEye can do that and some other bots too.
