I am trying to create a new thread in the Monetizing Techniques forum section, but I keep getting this error:

Is there a requirement to create a new thread?

You can only post in the Monetizing Techniques forum. You can't post threads.
That applies to some other sub-forums.
Upgrade to L33t and all that will go away. 🤗

No, Hacking Tools and Programs also requires you to be l33t to make new threads.

You need to upgrade to post in these sections.
This is temporary, soon the restrictions will be based of your prestige.
Read about upgrading from Normal member to L33t here.
