I need it the exact same, but smaller. preferably the size under 200x650 (But not exactly 200x650 that would stretch it)

What he means is that HF's signature size goes:
"Signature images can be no larger than 650x200 pixels and 500k size. Animated gifs should not be annoying."
So you might need to remake it completely.
