If i post in the VIP section and then post the same content in..for example "Hacking Tools" would that still be classed as cross posting?
What about if i close my post in VIP and make a new one in another forum, is that cross posting?

If you close it, then I don't think it counts as cross posting.

Because it won't be showed to normal members as cross posting because they won't be able to see it 😵

I would consider it cross posting as it's creating duplicate threads. I don't think it matters what forum the duplicates are in, they are still duplicate threads.
