Well when you buy any iPhone that is not factory unlocked it will be locked to a certain carrier. Now what you can do is "jailbreak" it which is not guaranteed to work plus it is not out for the iphone 5 the jailbreak unlock is also not permanent whats so ever. The official unlock will unlock it forever officially and legally. It also increases the value of the product much greatly then the $9 you pay.

Lulz its not something you can do for free. You can break the software to have a limited unlock but to get the real official unlock it cost money. And it ain't easy.
