Not sure if this is in the right section but it was my best guess. So, I was wondering how open up a port on a p2p vpn, can I do it?, or do i have to get the person running the server to do it for me? Thanks for your help.

On a peer to peer network you can open a port, this is dependent on your client.

Yes, read routers manual or use upnp to open it automatically if supported by router.
