I get this error whenever I try to send anyone a PM:

The member you're sending the Private Message,
has a full inbox.
He needs to clean it, then you can PM him.

This means, THEIR inbox is full, and they will need to delete some messages BEFORE someone for example YOU, may send them another Private Message.
