I get this message, but i have a lot of money on the paypal. Whoever helps me will get $10 of the balance to their paypal. I need to add a credit card to send, but I don't have a Canadian Credit card.

No one can help you out, you just need to wait 21 days.
Try purchasing a VCC and add it but I am not sure if it's going to work.
