I want a site where users can make accounts and buy/sell tweets to each other. I have some experience with wordpress and I know html/css. Could I make a site like this with a template or is it too specific? How much would it cost to have someone build me this website?
*Oh, and I know sites like this already exist, I'm taking this in a different direction though.

It makes no sense, simple knowledge of Social Media can receive/send tweets from/to whoever they desire, that's the beauty of Social Media :\

This is meant for advertisers/promoters to buy tweets from accounts with lots of followers.

The simple "Please RT" would usually suffice, monetising the API of Twitter would just lead to banned accounts and black listed IP's. Failing to understand the logic.

I'm not asking your opinion on my idea, I'm asking about web construction. If a business doesn't have enough followers for it to do it's own twitter advertising, it makes sense to buy tweets from another user to reach a larger demographic. There are already websites that offer this same service and they are successful, but after my website is created I will add my own twist on this idea to make even more money off of it. Well known twitter accs are listed on pay per tweet sites and they are not getting banned.

It's not retweeting, you pay for an original tweet from an account with lots of followers. Ex: professional athletes get paid $10k per tweet for some of their endorsements. You don't do it because you "want" to, you buy tweets to reach more people and make more money. I'm glad I have your blessing on my venture, god knows what I'd do without it.
