Just checked my account settings to see this

Also, Its not letting me save video information because it says
"Your settings could not be saved: Failed saving monetization options"
but I don't have my video as being monetized?

When you're given the ability to monetize, it does not mean you're a partner.
You'd have the ability to add banners on your channel, videos, etc. Also I had a welcome banner on the top of my screen when I got partnered.

I know the whole Monetization disabled part means I can't monetize my videos, It's because my Adsense account got banned because people abused it on my website like 2 years back. I was just wondering about the part where it actually says, Account Status: Partner.

Go to your channel settings. If you see this, you're a partner:

I'm using the new Youtube One layout, it doesn't have banners. That's why I asked here because I don't know another way to find out.
