I'm from New Zealand and I pirate a lot of things.. Except Photoshop, got that from a school with a Adobe Master Collections Disk/Key.

Our ISP tracks if your doing illegal activity. They send you a warning, then if you do it again they give you a fine. I think its $100,000 or $10,000 im not sure.
