We use Spigot, which is a very optimized version of Bukkit. It holds more then normal Bukkit. To answer your question, we might want to revise that to 15-25, but mostly yes.

His servers are terrific! 1GB easily holds 25 players, and the only lag that appears is when I worldEdit 20000 blocks.
