The download is available on the Developer Site now supposedly. So we should be assuming that the OTA for Beta 4 is released tonight or tomorrow latest. It has been delayed for outside developers due to the hacking incident although internal Apple employees have had it for a few days.
The build number of iOS 7 Beta 4 is 11a4435d.
While the links are up, unfortunately they don’t appear to be active for download just yet.

I would hope that they could get it up today, they don't want to fall too behind because of the hacking incident a few weeks back.
