Signed up to PayPal today. I'm not yet 18, so I don't know what sort of tools they've got for checking if the card belongs to someone under 18.
Also, would the card ever be traceable? For example, if the police were on my ass and somehow obtained the card details used to buy a VPN/booter or some shit like that, I assume they'd be able to find me pretty easily?
I'm probably being overly paranoid, but I never hurts to take precautions.
Also, I'm in the UK. If you've got any prepaid debit card suppliers you recommend, feel free to link to them.

and depend since as i remember a ppcc visa need to be registered on a website first whit your SSN if you use a ppcc and you do something illegal the FBI can trace you whit only your SSN.

If that's the case for every prepaid card, then fuck that.

I'm probably not buying anything ILLEGAL, since I could claim all the stuff is being used for "educational purposes", but I'd feel so much more secure if there was a less traceable option for buying. Maybe Bitcoins, but I have no idea how they work, and a lot of places don't accept them.

Well if you want to be secure as possible especially if your doing something illegal, then No.
Say you do something illegal and the feds are tracking you.
Get your vpn ip.
Contact VPN company.
Get your real ip/cc details etc.
They will get every info on you with a CC such as address etc.
