Am I allowed to make a Unofficial group to review ebooks and leave trustworthy reviews? this would be all HQ members hand choosen by me if they would like to join and obv we would post warnings about how we dont vouch for the seller just the e-book?
anyways I just wanted to make sure this was allowed first?

Probably not, it could be used deceitfully by yourself and members.

Technically yes, but in all likely hood it won't work, as you would be subject to current rules. Namely that you cannot request vouch copies via post or private message unless the seller has specified that he is giving out reviews.
I don't think Omniscient will like this either. He has stopped groups dealing with scam reports in the past (Which used to be an official group but was since closed). It's not exactly the same, but I think it will end the same.

You'll have to get it approved by omniscient I guess. You'll have to ask him via PM if you'll be able to do this or not.

No you don't. There's no rule against it. It's a non-official group, HF does not endorse it, if you want to write eBook reviews you can.
Someone else asked this question recently and received the same answer.

Probably, you can make unofficial groups about most things.

Viral Dragon won't be a big help, you could always just message Omniscient.
I think this would be allow as long as you don't go around the marketplace asking for vouch copies.

This would be do more harm than good.
Not allowed.
