I have never seen this error before but today i got this error many time while trying to visit hackforums.net,
could someone please explain what is it and why iam getting this error.

It's because HF is loading slow at the moment. It happens on a daily basis almost. Tends to either
happen when getting attacked or Omni is working on something. That said nothing to worry
about it tends to go away after a few moment of patience.
