The Help Documents clearly state the following regarding inactive accounts with desired names:
Can you delete an account so I can get the username?
Hell no. Don't even ask. If it's a zero post member you can wait till the account is pruned but don't ask us to delete an individual account for you. Even if it has one post from 2 years ago and they've never returned we will not delete the account just so you can have a username.
Obviously the rule is set so Omniscient/Staff aren't stuck deleting numerous accounts so the names can be taken. Why not charge members for these names? Guidelines could be set to determine which accounts would be up for sale (ex; inactive for 6 months with less than x amount of posts). Any accounts that have been banned/closed could also be sold. All a user would need to do is fill out a form providing the profile link to the account they want deleted.
This would be a great way to allow extra income to the forum as well as let members have the names they want. If the demand for names is too high, all Omniscient needs to do is raise the price.

I'm sure he makes a great income from all of his websites, but I doubt he's so wealthy that he'd turn down extra income.

Just use the Cyrillic alphabet or special characters, I doubt we'll see the day where you can buy usernames.
