is there a way to make a program that that just opens a picture without any borders and etc. But has a title, and close, maximize, and minimize buttons.?

First off, choose a language. C# Would be incredibly easy for this but you're going to need to download some things for the language you choose. What do you want to use?

These people are pro's at this - and what would take me weeks to learn probably takes them liek 5 minutes.

They've learned it already, so you should learn what they've learned.
It would be really easy to do this in the programming language C#, it's easy to learn too. So I advice you to learn basics of C#, then how you make Windows forms in C#. Visual Studio (an "IDE" (Integrated Developing Enviroment (basically a text editor))) has a built-in tool to make forms. You just click and drag. But don't jump into that instantly. You need to know the basics before you can get into that and actually understand what all of it means (the code that the tool produces...) (think of the tool as a productive/convenience tool, not an excuse not to do something on your own).

just get it right it needs weeks and months to learn programming. if you are too lazy for that leave section.
you can start learn HTML/CSS one of the easiest languanges you can learn. HTML stands for HyperText Markup Language, and CSS stands for Cascading Style Sheets

If you just want the job done for you then go to elance.com and pay a random person $1, since it is so simple to do.
Or go to the beginners hacker section and ask someone to make it for you. Just beg and let them know you are a skid.
