Oke I can tell you a view things about this.
First of all, only rat 07 members because that doesn't have JAG EOC does and it is fucking hard to bypass.
Not impossible but hard.
Second thing is, you need to come up with a really new and unsaturated method of getting the people infected.
Alot of people already know jdb, phishing sites, fake .exe's etc.
