Basically title say all.. i have File-Ice account which i don't use anymore and i have some funds on it, but not enough to cashout.. am i allowed to sell it?

You are allowed to sell them but the owenr of FI is a member on here so I suggest you don't.

I don't see any problem with that. It's the same as selling any other account.

You should be fine selling it, just remember that it's against the TOS of Filepice to sell your account.
