I have no idea what you mean so I'll answer 2 interpretations:
A) You want to rat without an actual exe control panel: In which case look up a botnet.
B) You're having trouble port forwarding. Look up how to port forward your router. Go and get the make & model number then index it here: http://portforward.com/
