I would like to obtain the password of the administrator from my local account
1.I know what you're gonna reply but I cannot boot a LIVE CD or boot any program.
2.I am able to run any program and also access cmd. I already tried gsecdump and pwdump7 but they function as password recovery tools and not as hacking tools as they require a administrator previlege

If you can't boot a live CD, can you boot a live USB? I'd give that a try before pursuing other methods. Ophcrack is powerful software that will do exactly what you need here.

I know ophcrack works, I know others softwares you boot work too.
I can simply grab the SAM file by running linux.
I just would like to know if it is possible to get/reset the admins password from guest account?

No it's not possible to get/reset the admins password from a guest account.
Guest accounts don't have the right privileges to carry out any administrative task.
What happens when you try to boot a CD or USB?

I'd go for a local privilege escalation method on that windows. List program installed and look for any unpatched exploit.
