so i have question... can i use VPN with rat if yes how is that possible or which vpn service has such thing like ports etc ? and is there anyting which can hide my ip in case of reverse engineer or ip listening? ( without vps )

Yes there is RA4W and that is what I suggest you use. (Click on my signature picture and you'll be redirected there.) You also have a choice of 143VPN. Both of these supports ports,rats,etc.
