I input the skype username and wait....it loads and both boxes appear blank? I am entering the correct captcha as I have tried multiple times.
EDIT - The user is not offline and I have tried atleast 6 times.

Did you read the help? It says to try a few tims in a row. If it's still not working, they are probably offline.

It says I have tried multiple times '7' now to be exact and the person is not offline as I have the person on my contacts.

It is most likely due to the user you are trying to resolve is blacklisted by the API itself. Since I did not make these API's, I can't control everyone that is blacklisted, only the people that are on my website.
I am getting a SpeedResolve API soon so that may solve the issue.
