Phase is holding $140 of my money (this can be returned as $80 PP (via a refund on the payment) and .1 BTC, which was the way it was sent to him - proof of payment:

This really is tl;dr - the only people who really need to spend the time to read this whole thread are Phase and any staff who decide to get involved, but here is the short story:
1. I offered to buy Phase's system "COC Gems Recovery" Method + Full Project + Resell Rights + Previous Customers offered here: https://hackforums.net/showthread.php?tid=4383792 on Skype for $140
2. He accepted via Skype
3. I posted on his thread to confirm the offer
4. He posted on the thread publicly accepting the offer, saying the auction was over, and that he was closing the thread, and closed the thread.
5. He got a better offer via PM the next morning and told me he would be accepting that one instead (even though I had already paid the $140, and invested another $125
6. I let him keep the money while the auction continued so I could possibly win and only have to pay the difference between my winning bid and the offer price I had already sent him while I tried to stay on a good note with him despite feeling screwed over.
7. He gets a full price $300 buy it now offer on the thread
8. I request a refund
9. He acknowledges that he never sent me the method, while simultaneously refusing to give me a refund, because he clearly states he doesn't give refunds on all his threads (not true), and because his T.O.S (of the service I am buying, not the T.O.S. of the sales page, says no refunds will be given.
10. He told me I had an 80% chance of not getting my money back if I charged back and opened this scam report and that I should just shut up about it and pay him an extra $80 to get everything (you know, the everything I already bought once)... unless the guy with the $300 offer came through, then he would only give me 50% back... You know.. because he is a nice guy and wants to help me out by giving me back some of my money while he acknowledges that he didn't give me anything I paid for.

I did read everything and 'Phase is being a douche about this. He should give you back your money, or his reputation (As in on HF, not the number of positives and negs but his "name" on HF) would go up in thin air.

1) He saw me selling my method and getting tons of sales , he got hungry for cash.
2)He then purchased my service (knowing) he did a public refund method before and didn't inform me saying its my fault. (When my T.O.S clearly says no refunds).
3)I'm guessing he let it fade off and decided to continue on purchasing my method , so he offered me $140
4)I accepted but told him I would like to wait 3 days just incase another bid is made
5)No more then 24 hours and and another bid was made so I told him "then and there" ill refund him then he starts crying that he doesn't want a refund since he spent $100+ on google play cards , complaining I screwed his life and him over like any of that has to do with anything.
6)I told him instead of giving him the method ill just let him take the partnership deal (method , a percentage of the sales, lifetime access to the program) HE ACCEPTED (Also stated no refunds)
7)Once that deal was taken he started asking me around the clock for the method, I talked it over with my partners they said test him. I thought it was a good idea.
8) I tested him by showing him a percentage of the method , just to see what he would say after receiving some knowledge of the method.
9)He says "kool" "kk" acceptable behavior at first then I'm doing orders today and get a PM saying "Okay this has to stop" where he began to threaten me.

The TOS is for us for the service, which I paid $2 for and do not expect a refund for. I do, however; need a refund for my offer, which you like to call a bid, which has clearly been outbid, so you obviously have no reason to not refund me. Don't do this with me. My method (Yes i'll give hints) Involves partial things from the Refund method, not the full refund method. I get accused for it many times but I don't let it get in the way with my sales.

Detail the partnership for me please. Just give me a list of everything I would and would not get, give me any terms and conditions (like the 3 day thing), and let me know what else would be done with the method (are you going to sell resell rights it to one other person, or 2 now?), etc. Please just take 5 minutes to type out a clear description of what I am getting, what I am not getting, what I would have to do, etc., and I will get back to you and let you know what I decide.
You take their money then submit the order and I do it. Easy.
Partnership: I get the method for personal use (no resell rights at any time (now, when you are gone, when you come back - ever)) - that way I can keep using it once you leave. I will take orders, get contacted from people on the thread, give them support, make sure to post in response to any questions, and complete their requests and give them service. In return you can either give them a % of the money we make or not, but without the method for personal use, I would just be paying $140 for a lifetime membership.

That would be great if it were instant, but it takes a few hours anyway; 5 times a day is plenty. Me getting the method for personal use is important to me for 2 reasons:
1) I want to be able to submit requests as soon as I make a purchase.
2) I want to be able to do this after you leave / in 3 years from now when I don't even know you or the other guy or whatever.
Also, if this $200 bid doesn't come through, am I still the highest bidder on the whole project? Including the resell rights and everything? Because if I accept the partnership idea, it would be conditional on the idea that if this other bid doesn't come in during the 3 days period from the time I placed my bid, like you said, that I would still win the auction for the resell rights, and everything, to be delivered before you leave. I just wanted to make sure we are still on the same page since he still hasn't posted.
And no there is a $160 bid even if the $200 bid doesn't come.

Staff won't get involved, if we even call them a scammer in a rep for scamming if it's not us we get RF'd like were the bad ones.
Scamming is so bad on this site because staff are too worried about little stuff then actual important problems that matter on this forum. They only deal with things that don't take much time or investigating.

You were posting on the thread, you may have not seen it when it was closed, but you were watching, and probably saw some of what happened.
He isn't a scammer like someone who says they will give you back links, charges you $300, and then nothing happens... He just changed his mind on selling me it (after the deal was done), and is now a thief, because he wants my money and is simply taking my $140 that I sent him.
Maybe he spent it on gems or something stupid the day after I gave it to him and doesn't have it to give to me, but at any rate, he admitted to not sending me anything because he didn't think I was mature enough (to not release the private strategy I guess?), so I am not sure why he is even trying to deny that he owes me a refund.

Really? Post your version of the Skype logs, because mine has you saying, "I accept your offer" after I presented nothing about 3 days in case another bid is made. I made it explicitly clear that it was an offer; not a bid, and that you were accepting my offer then or never.
Before I finish going through all of this.. Does any of it matter. You agree that you didn't send me the method I paid for. Or the whole project I paid for before that. How have you not refunded me yet?

Making a contract with someone, and having them make financial decisions based on your contract with them makes you liable for damages that I incur. This obviously isn't court, but there is a reason why that is in place, because I invested $125, and you made it useless.
