I think this is not the right section, forgive me for not posting it in the right one if it isn't right.
I just wanted to ask, I registered PayPal from a US VPN so that I don't have to use a CC at registration and had the account valid for 7 days. Now it gives me this message

Can I get away from this with a particular method?
Willing to open a new PayPal as well.

You can only lift your limited by verifying a card.

It doesn't matter how you create a paypal. If your not 18 it is going to backfire at some point.
