yes it is illegal, u last pretty long until your limited.
depends on how much receive and chargebacks etc.

I used a Canadian PP for over 2 years and im from the US. You should be good, just dont do an insane amount of transactions.

This never ends well. If you're gonna make a PP account with a VPN, you better use the exact same VPN every time, or they'll fuck you over. They don't care about your IP address at all, unless you switch countries with a VPN when you log in.
