Is it? Yes. Should you be learning a programming language to develop hacking utilities? No. Especially if it's your first programming language. You'll try to rush through learning, suck at it, and plus you'll be engaging in one of the most relatively difficult topics, so you're going to give up and ultimately just end up paying programmers to do it for you. If that's all you're going to do with the programming language, skip the headache and just pay a programmer. We like money.
