Its made in wordpress, if that matters.
Also this thing that some hackers do... and when you try to join a site that they've hacked, you see Hacked by ....
How is this method called?

It's called defacing the website and you would need to exploit the site to upload a shell then change the index.html file

I should also note that most developers take site backups and so obvious defacement usually doesn't keep the site offline for very long as they just restore from backups.

It depends if the admin has the time to restore the defacement.

That can change wildly from one admin to the next.
A good admin will have regular backups and likely have a warning to call/txt/page them if the site goes down or stops responding in some pre-defined way, in which case you might have it down for 5-10 minutes.
If the admin is an idiot, didn't do backups and doesn't have a good response time it could be days or maybe a week until they set up the code/server/database, test it, etc.
