My HTC One X got wet 2 days ago and it gave me a white pixelated screen of death. I tried putting it under rice for 48 hours, but it didn't help. Anyways, I want to get a new phone (thinking about the Huawei Ascend Mate 2) and I was wondering if I can simply just get an unlocked phone and transfer my T-mobile SIM card from my old phone over.
What are the exact procedure?
Is there anything else I have to do?
Do I have to get a new SIM card?
Also, it would be great if you guys can recommend me a decent and not so expensive phone. ($200-300 MAX)
My priorities for specs are performance and WiFi.

Assuming the phone you're going to be using supports those bands (I'm sure they do), you can get away with it. All you'd have to do is just put the SIM card into the phone and you'll be smooth sailing. You may notice that your data speeds are slower, and that's because your bands aren't set properly. That's a whole different story, and it purely depends on the phone.
