I am not sure as to what you are asking but if you wanted to try and exploit that website it is vulnerable to SQLInjection at the following link.
display_article.php?fid=18'
You should look through it to find a admin login or run a login finder/fuzzer
I do not encourage you to do so if you are not legally permitted to do so

From the link I think the admin panel is on local network
so you have to be with same network as the login page.
maybe there's another page, just try to find it..
