I think you can social engineer the twitter support team if you're really good. Other than that, I'm not aware.

Get a shit ton of people to report that account for some stuff. That is the way most people do it but you have to have a lot of reports for it to even happen.

if your desperate, you can message a Support team on Twitter, or flag his Account for a specific reason, but you will have to provide evidence.

Porn is allowed on twitter as long as you mark your twitter as adult content.
OP, best thing to do is get loads of fake followers to him/her, then report her.
