Trying to buy L33t via PayPal but it keeps giving me this issue.

That's not a problem with HackForums, that's a problem with your PayPal. Sometimes they won't allow you to send money through but don't specifically state why. Your best bet is to either wait 48 hours without trying to make any payments on PayPal or giving them a call directly to see what's up.

Tried on another account; also the same. Can purchase from anywhere else on both accounts too. 😧

This is due to logging in from a different IP address of your own. Or your home IP has changed. Please click the Help button and Contact Paypal via Phone, and put in the 6 digit one time phone code.
When addressed by the automated calling system of Paypal, you may say, "Denied Payment".
Once you've received a Customer Service Agent, you may explain your account has been "Flagged" by their Security System, and you're unable to send a payment. Confirm any details required by Paypal, and you'll be free to release the funds.

I got this error when purchasing l33t with my visa. I just used my paypal balance. Are you trying to use a credit card OP?

Smee, if you check the message above here. Regardless of what the actual issue, whether it's related to what I've suggested, or something entirely different. The process is the same for him to resolve this matter of his own.
Call them, complain, resolve, and move on.
It's a security feature, blocking the payment.
