So I just bought $50.00 BTC off a user and he sent it.

But...I got nothing and its been 20 minutes.

And well nothing. Now I asked his address and got this...he said he is using blockchain too.

What gives? Can anyone help or does anyone know? He said it was sent and looking at timestamp, 20+mins ago, is this possible?

Yes this is very possible. BTC seems to be taking quite a while to confirm transactions at the moment.
Just give it a while and you should be alright bud. Good luck!

Especially if it was sent from Coinbase, I heard they had a lot of issues as well over there.

I wouldn't worry to much about it. Seems it is just taking a little longer then usual.
If you haven't seen anything within the next hour I would start to get worried but for right now I would sit tight and not panic.
BTC is performing slow and as someone else said especially if it comes from coinbase you might be in for a bit of a wait.
Good luck though and I do hope you were not scammed and it is indeed just a slow processing problem.

I've been waiting like 1 hour for my $50 to confirm, so I wouldn't worry.
Blockchain seems to be taking it's time at the moment.

its pretty simple

you will see where it says : Included In Blocks 339104 ( 2015-01-15 20:41:20 + 10 minutes )
when a new transaction comes in this will say the following : HIGH PRIORITY / LOW / SLOW and so on
when u have HIGH it will hit your account fast. also it depends on the age of the coins and so one.
ask him for the txid for the transaction

Hey can you guys read when I posted this thread? My BTCs have not came in and he claims to have sent them 6 hours ago. Is this possible?
Sadly, ending up being that I was straight up scammed.
