This user has been basically following me everywhere.

That's a picture of my threads. Even sections HE DOESN'T POST in, he's posting on my thread. He's negged me for "You're going to regret this" after I'd stated that I put him on my ignore list.
Does this actually count as user harassment? Is it a bullshit rep? Thanks!

In the future any staff member would do. But yeah, harassment is not allowed and if someone is going out of their way to harass you then it is reportable.
